Country Selection Guide

There are 189 member postal administrations in the UPU. Nearly all these countries can be mailed profitably from offshore as long as the names of potential responders appear on global or regional lists indicating they have responded previously to an offer from offshore. Countries shown in bold are those markets where there are sufficient lists and a DM infrastructure in place for testing and rolling out locally. They can be tested first with low risk and "creamed off" in English using the "Offshore" Strategy.

After testing the responsiveness of smaller countries to your particular offer, those that perform consistently well will represent collectively a single market, as it were, to which you can only continue to mail from offshore because of the comparative lack of local lists and no local DM infrastructure.

Testing larger markets using multinational lists from offshore, and then monitoring comparative to response by country within list, will show you which local markets are most worth testing and then rolling out to on a local basis at Stage 2.
